NOTICE TO LESSEES AND OPERATORS OF FEDERAL OIL, GAS, AND SULPHUR
LEASES IN THE OUTER CONTINENTAL SHELF, GULF OF MEXICO OCS REGION

 Hurricane and Tropical Storm Evacuation and Production Curtailment Statistics

This Notice to Lessees and Operators (NTL) is issued pursuant to 30 CFR 250.103 and supersedes NTL No. 2004-G14, effective June 23, 2004, on this subject.  It provides for the submittal of a report of more detailed information regarding production shut-ins.

Under 30 CFR 250.192, you must submit statistics to the MMS GOMR regarding evacuation of personnel and curtailment of production because of hurricanes, tropical storms, or other natural disasters.  The MMS GOMR uses these data to work interactively with the U. S. Coast Guard on rescue needs and oil spills and to notify the news media and interested public entities that monitor shut-in production.

The attached form (Form MMS-132) specifies the information that the MMS GOMR collects when platforms and drilling rigs are fully or partially evacuated and/or production is curtailed because of a storm.  On the form, include both those platforms and drilling rigs that are evacuated and those that you anticipate will be evacuated.  Evacuation is defined as the removal of any personnel (both essential and non-essential) from a platform or drilling rig.  This form is available at the MMS Internet website at http://www.gomr.mms.gov/homepg/mmsforms/frmindx.html; however, we suggest that you maintain copies of the form in your office in the event the website is not available.  Send the completed form to the MMS GOMR.

In addition to Form MMS-132, provide the MMS GOMR with a report containing the following information regarding each facility that remains shut in because of storm damage:

1.      Platform name;

2.      Daily oil production (BPD);

3.      Cumulative oil shut in (barrels);

4.      Daily natural gas production (MMSCFPD);

5.      Cumulative natural gas shut in (MMSCF);

6.      Anticipated time to return to production (days); and

7.      Reason for shut in (facility damage or transportation system damage).

Complete the form and the facility shut-in report and e-mail them to the MMS GOMR at evacstats@mms.gov before 11:00 a.m. daily during the period of evacuation and shut-in.  If you are unable to e-mail the information, telefax them to the MMS GOMR, Office of Field Operations, Technical Assessment and Operations Support Section, at (504) 736-2941.  If you are unable to transmit the information to the MMS GOMR by either e-mail or telefax, telefax them to MMS Headquarters at (703) 787-1093. 

Under 30 CFR 250.192(c), you must notify the MMS GOMR when you resume production.  Use the above e-mail address or telefax numbers in the same order of preference to make this notification.

Paperwork Reduction Act of 1995 Statement

The information collection referred to in this NTL is intended to provide clarification, description, or interpretation of requirements contained in 30 CFR 250, Subpart A - General, Form MMS-132, and associated reports.  The Office of Management and Budget (OMB) has approved the information collection requirements in these regulations under OMB control number 1010-0114.  This NTL does not impose additional information collection requirements subject to the Paperwork Reduction Act of 1995.
