NOTICE TO LESSEES AND OPERATORS OF FEDERAL OIL AND GAS LEASES

N THE OUTER CONTINENTAL SHELF

Data and Information to be Made Available to the Public

This Notice to Lessees and Operators (NTL) is issued pursuant to 30 CFR 250.103.  MMS protects data and information submitted under 30 CFR Part 250 as described in 30 CFR 250.196. This NTL is issued to provide information on what data and information will be made available to the public without the consent of the lessee/operator and under what circumstances and in what time period.  A final rule was published on December 28, 1999 (64 FR 72775) updating the data release tables.   In 2002 some of the forms were renewed and item numbers were changed on the forms.   This NTL provides the correct item numbers on the updated forms and the corresponding timing of release.

MMS will disclose data and information you submit on MMS forms according to the following table:

(2) MMS-123S
Supplemental APD Information Sheet

All entries except items 4, 13, 14, 15, and 20

At any time

The data and information in items 4, 13, 14, 15, and 20 will be released according to the table in paragraph § 250.196(b) or when the well goes on production, whichever is earlier.

(3) MMS-124,
Application for Permit to Modify (APM)

All entries except item 22

At any time

The data and information in item 22 will be released according to the table in paragraph § 250.196 (b) or when the well goes on production, whichever is earlier.

(4) MMS-125, End of Operations Report
(EOR)

All entries except items 12, 13, 17, 18,  23, 24 through 29, and 33 through 38

At any time

The data and information in the excepted items will be released according to the table in paragraph § 250.196 (b) or when the well goes on production, whichever is earlier.  However, items 33 through 38 will not be released when the well goes on production unless the period of time in the table in paragraph (b) has expired.

(5) MMS-126, Well Potential Test Report (WPT)

All entries except item 101

When the well goes on production

The data and information in item 101 will be released 2 years after you submit it.

(6) MMS-127, Sensitive Reservoir Information Report (SRI)

All entries except items 124 through 168

At any time

The data and information in items 124 through 168 will be released according to the time periods in the table in paragraph § 250.196 (b).

(7) MMS-133, Well Activity Report (WAR)

All items except Item 10, Fields: [Wellbore, Start Date, TD Date, OP Status, End Date, MD, TVD, and MW PPG], Item 11, Fields: [Wellbore, Start Date, TD Date, Plugback Date, Final MD, and Final TVD], and Items 12 through 15

At any time

The data and information in items 10 through 15 will be released 2 years after the required submittal date; when the well goes on production; or if the lease is relinquished, expired, or terminated, whichever is earlier.

Paper Reduction Act of 1995 Statement:  The collection of information referred to in this NTL provides clarification, description, or interpretation of requirements contained in 30 CFR 250, subpart A.  The Office of Management and Budget (OMB) approved the information collection requirements and have assigned OMB control number 1010-0114.  This NTL does not impose any information collection requirements subject to the Paperwork Reduction Act of 1995.
