NOTICE TO LESSEES AND OPERATORS OF FEDERAL OIL, GAS, AND SULPHUR
       LEASES IN THE OUTER CONTINENTAL SHELF, GULF OF MEXICO OCS REGION

            Hurricane and Tropical Storm Evacuation and Production Curtailment Statistics

This Notice to Lessees and Operators (NTL) is issued pursuant to 30 CFR 250.103 and supersedes NTL No. 2003-G12, effective July 23, 2003, on this subject.  It clarifies the procedures for you to provide evacuation statistics and deletes one of the Minerals Management Service (MMS) Gulf of Mexico OCS Region (GOMR) contacts.

Under 30 CFR 250.192, you must submit statistics regarding evacuation of personnel and curtailment of production because of hurricanes, tropical storms, or other natural disasters to the MMS GOMR.  The MMS GOMR uses this information to inform the U. S. Coast Guard of rescue needs and oil spills and to notify the news media and interested public entities that monitor shut-in production.

The attached form (Form MMS-132) specifies the information that the MMS GOMR collects when these storms are approaching.  This form is available at the MMS Internet website at http://www.gomr.mms.gov/homepg/mmsforms/frmindx.html; however, we suggest that you maintain copies of the form in your office in the event the website is not available.

Complete the form and e-mail it to the MMS GOMR at evacstats@mms.gov.  If you are unable to e-mail the form, telefax it to the MMS GOMR, Office of Field Operations, Technical Assessment and Operations Support Section, at (504) 736-2941.  If you are unable to transmit the form to the MMS GOMR by either e-mail or telefax, telefax it to MMS Headquarters at (703) 787-1093. 

Make sure that you transmit the form before 11 a.m. each day that personnel are evacuated or production remains shut in.  On the form, include both those platforms and drilling rigs that are evacuated and those that you anticipate will be evacuated.  Evacuation is defined as the removal of any personnel (essential or non-essential) from a platform or drilling rig.

Under 30 CFR 250.192(c), you must notify the MMS GOMR when you resume production.  Use the above e-mail address or telefax numbers in the same order of preference to make this notification.

Paperwork Reduction Act of 1995 Statement

The Office of Management and Budget (OMB) has approved the collection of information to be reported on Form MMS-132 and the notification required under 30 CFR 250.192(c), and

has assigned OMB Control Number 1010-0114.  This NTL does not impose additional information collection requirements subject to the Paperwork Reduction Act of 1995.

The PRA (44 U.S.C. 3501 et seq.) requires us to inform you that MMS collects this information to be informed when operations and production are disrupted due to hurricanes or natural disasters.  MMS uses this information to notify the Coast Guard in case of rescue needs and oil spills; to monitor when produc­tion is shut in and when resumed, and to notify the news media and interested public entities.  Responses are mandatory (43 U.S.C. 1331 et seq.).  No proprietary information is collected.  An agency may not conduct or sponsor, and you are not required to respond to, a collection of information unless it displays a currently valid OMB Control Number.  Public reporting burden for this form is estimated to average 1 hour per response, including the time for reviewing instructions, gathering and maintaining data, and completing and reviewing the form.  You may direct comments regarding the burden estimate or any other aspect of this form to the Information Collection Clearance Officer, Mail Stop 4230, Minerals Management Service, Department of the Interior, 1849 C Street, NW., Washington, DC 20240.
